UFC minor league system????

Should the UFC consider a minor league of sorts? This season of TUF seems to have 10-12 top guys who all surely won't get into the UFC. Also, looking back at past seasons there were a few guys who needed more experience before entering the Octagon. Even if they had one event each month (sort of like strikeforce challengers but better) in smaller markets, they would do well. I am talking about some of the following fighters (please add more if ya like):

Junie Browning

Jamie Yager

Kris McCray

Suggestion: Absorb Strikeforce as soon as the Showtime contract expires, bringing their best to the UFC, and keeping SF as a holding pen for released UFC fighters, and not-yet-ready for Primetime guys.

Make the UFC a Top 20 promotion, and allow SF to be the next 21-40 ranked guys.

Strikeforce will still have a function to serve. Let's use them wisely.
